As a member of the management team, the primary purpose of this position is to provide leadership in developing and executing human resources strategy in support of the overall business plan and strategic direction of the company.  

ESSENTIAL JOB FUNCTIONS

Human Resource Management, Compliance, and Supervision

  • Consults and makes recommendations to the management team for development and/or improvement of company policies, procedures, and practices on personnel matters.
  • Current on industry trends and employment legislation.
  • Responsible for monitoring compliance with federal and state legislation pertaining to personnel matters. Conducts periodic audits of human resources functions and activities.
  • Administers various human resources plans and procedures for company personnel; prepares and maintains employee handbook and policies and procedures manual.
  • Consults with legal counsel as appropriate and/or as directed by the President on personnel matters.
  • Maintains Human Resources Information System (HRIS) records and compiles reports from database.
  • Directly supervises one or more employees; provides training and direction on workload; conducts performance appraisals; monitors hours worked and approves time records.
  • Participates on committees and special projects as needed.
  • Maintains personnel files in compliance with applicable legal requirements.
  • Keeps employee records up-to-date by processing employee status changes in a timely fashion.
  • Oversees special company events by coordinating committees and schedules and staying within budget.
  • Publishes quarterly employee newsletter.

Benefits Administration

  • Administers employee benefits programs such as retirement plans; medical, dental, vision, term life and AD&D insurance plans; and disability programs.
  • Evaluates and compares existing company benefits with those of other employers by analyzing other plans, surveys, and other sources of information; plans, develops, and/or participates in area and industry surveys; analyzes results of surveys and develops specific recommendations for review by management.
  • Develops census data and solicits insurance companies for quotations; evaluates quotations and makes recommendations to management; develops company cost information for new plans and makes recommendations to management concerning sharing of cost between employer and employee.
  • Manages annual open enrollment period; arranges for distribution of materials from carriers, assists with communicating changes to employees and arranges for on-site representation by providers; processes changes within deadlines.
  • Conducts one-on-one benefits orientation with new enrollees as they become eligible for coverage.
  • Liaison with broker in handling benefit inquiries and complaints to ensure quick, equitable, courteous resolution.
  • Processes invoices from insurance carriers; reviews them for accuracy and forwards to Accounting for timely payment; resolves discrepancies with carriers and/or payroll as needed.

Talent Management

  • Conducts recruitment efforts for all personnel; writes and places advertisements for recruitment.
  • Reviews applications; selects and interviews applicants to match experience with specific job-related requirements.
  • Responsible for the onboarding process including pre-employment screening tools, reference-checking, background checks, substance abuse testing, etc.
  • Conducts exit interviews; analyzes data and makes recommendations to the management team for corrective action and continuous improvement.

Employee Engagement and Employee Relations

  • Responds to employee relations issues; conducts effective, thorough and objective investigations; handles employee relations counseling.
  • Works directly with managers/supervisors to assist them in carrying out their supervisory responsibilities.
  • Facilitates communication among employees and management; guides managers and employees on problem solving, dispute resolution, regulatory compliance and litigation avoidance; works to improve work relationships, build morale, increase production and retention.
  • Processes personnel forms and assures proper approvals are obtained; disseminates approved forms.
  • Maintains and coordinates employee service awards program, company events and other employee engagement activities.
  • Completes unemployment claim forms; represents the company at unemployment hearings.

Safety and Workers Compensation

  • Manages the company's safety efforts. Serves on the Safety Committee. Liaison with Insurance Provider, OSHA's SHARP Program, and PA OSHA Consultation Program.
  • Monitors safety and health regulations and provides technical support to plant and administrative personnel to ensure compliance with federal and state safety and health regulations.
  • Oversees administration of the worker's compensation insurance program.
  • Assists in development and implementation of safety training programs for compliance with OSHA regulations and other federal, state, local, or company requirements.
  • Supports plant operations to implement engineering controls to minimize safety and occupational health hazards.
  • Promotes safety and health awareness through internal company memoranda, newsletters, and specific training programs.
  • Reviews injury/illness and near miss incident investigation reports and follows up as necessary; looks for root cause(s); with engineering and/or managers, implements processes to prevent future occurrences.
  • Wears the required personal protective equipment (PPE) necessary for each job task if necessary per the PPE Assessment.

Training and Development

  • Oversees the development of grants for training as provided by government or other entities.
  • Recommends, evaluates, and participates in staff development.
  • Consults with management and employees on EEO, NLRB, DOL, etc. issues and charges; provides or arranges for proper training as a preventive measure.

Compensation & Performance Management

  • Updates job descriptions as necessary; conducts salary surveys, analyzes compensation; monitors performance evaluation program and revises as necessary.
  • Monitors the effectiveness of existing compensation policies, guidelines and procedures recommending plan revision which are cost effective and consistent with compensation trends and company objectives; coordinates implementation and provides guidance to staff.

Miscellaneous

  • Assists in training new Associates as directed.
  • Completes reports for management as requested.
  • Works as part of a team to meet company goals.
  • This position requires that work is conducted at our business location; little or no telecommuting available.
  • Performs other duties as necessitated by management.

REQUIREMENTS

  • Bachelor's Degree in Human Resource Management or a related field and a minimum of 8 years senior-level human resources generalist experience; or an equivalent combination of education and experience.
  • Updated certifications strongly preferred in Human Resources (PHR, SPHR, SHRM-CP, or SHRM, SCP) and Benefits (CEBS).
  • Must be proficient in math, reading, writing, and job-related computer programs. Specific skills in Microsoft Office required.
  • Must possess excellent communication and organizational skills, being able to interact well with employees, management, and customers while satisfactorily completing assignments in a timely fashion.
  • Must possess exceptional judgment, initiative, discretion, tact, and personality in all areas of responsibility while maintaining high levels of confidentiality.
